1. General provisions
The Central Communications Service under the President of the Republic of Kazakhstan (the CCS or the Operator) adopts this Privacy Policy to define how personal data of ortcom.kz users are processed.
This Policy is based on the Law of the Republic of Kazakhstan No. 94-V of May 21, 2013 “On Personal Data and Their Protection” and other applicable legal acts of the Republic of Kazakhstan.

3. Legal basis for processing
Personal data are processed on the following grounds:
- the Law of the Republic of Kazakhstan No. 94-V of May 21, 2013 “On Personal Data and Their Protection”;
- the user’s consent given during registration or accreditation;
- the lawful duties of a public institution.
4. Categories of data collected
CCS may collect the following categories of data:
a) Through accreditation forms:
- full name, nationality, and citizenship;
- employer newsroom and position;
- contact details such as email and phone number;
- identity-document details for accreditation verification.
b) Through the journalist account:
- sign-in times and account history;
- submitted requests and uploaded materials.
c) Automatically during site use:
- IP address;
- browser type and version;
- pages viewed and session duration;
- cookies, as described below.
5. Processing purposes
- to process accreditation requests for press events;
- to provide access to the journalist account;
- to maintain and improve the site technically;
- to apply information-security measures;
- to send official notices and important updates where the user has consented.
6. Retention periods
- accreditation data: during the accreditation period and for 3 years afterwards;
- access logs: 1 year;
- cookie data: depending on cookie type, from 1 day to 1 year.
After the retention period expires, data are deleted or anonymized in accordance with the law of the Republic of Kazakhstan.
7. Rights of data subjects
Under the Law “On Personal Data and Their Protection,” users have the right to:
- access their personal data and receive a copy;
- request correction of inaccurate data;
- request suspension or termination of processing;
- request deletion of unlawfully processed data;
- lodge a complaint with the competent personal-data authority.
Requests can be sent to info@ortcom.kz. The standard response period is 10 business days.
8. Withdrawal of consent
A user may withdraw consent to data processing at any time by emailing info@ortcom.kz with the subject line “Withdrawal of consent.” Requests are processed within 10 business days.
Please note that withdrawal of consent for accreditation-related data may lead to the termination of accreditation.
9. Cross-border transfers
As a rule, personal data are not transferred outside the Republic of Kazakhstan. Where technical services such as analytics rely on third-country servers, CCS takes steps to ensure protection in line with Kazakhstan law.
10. Cookies
Essential cookies: session handling, language preferences, and CSRF protection. They are necessary for the site to function and cannot be switched off from the site interface.
Analytics cookies: used to measure site traffic such as visits and viewed pages. They can be disabled in browser settings.
You can delete or block cookies in your browser at any time, although some site features may then work incorrectly.
11. Data security
CCS uses organizational and technical measures to protect personal data against unauthorized access, alteration, disclosure, or destruction, including HTTPS, access controls, encryption, and system auditing.
12. Policy updates
CCS may update this Policy when necessary. Material changes are communicated through a site notice or by email where appropriate.
