1. Commitment
The Central Communications Service under the President of the Republic of Kazakhstan (CCS) is committed to making ortcom.kz accessible to all users, including people with disabilities.
The site is designed to align with the international WCAG 2.2 Level AA accessibility standard (Web Content Accessibility Guidelines, W3C).
2. Accessibility features
Keyboard navigation: All interactive elements on the site, including links, buttons, and forms, can be operated from the keyboard using Tab, Enter, and Escape.
Visible focus indicators: The active element remains visually clear during keyboard navigation.
Semantic HTML: Pages use semantic HTML5 elements such as header, nav, main, article, aside, and footer so screen readers can interpret structure correctly.
Alternative text for images: Informational images include alt text for screen-reader users.
Language declaration: Each page sets the content language through the lang attribute.
Color contrast: The contrast ratio between body text and background meets WCAG AA requirements of at least 4.5:1.
No auto-playing motion: The site does not rely on flashing or automatically moving content.
Form labels: All form fields have labels, and placeholders are not used as the only form of identification.
Heading hierarchy: Pages follow a consistent H1–H6 heading structure.
Meaningful link text: Links use descriptive wording rather than generic prompts such as “click here.”
3. Known limitations
Some archived PDFs and older videos may not yet include captions or sign-language support. CCS continues to improve accessibility for new materials.
